Job Description:
We are seeking a Human Resources Manager (HRM) to join our team. Reporting to the General Management, the HRM will define, in alignment with the management, the overall HR policy of the NGO. From recruitment policy to employee training, including payroll management and general HR functions, the HRM will set and oversee all HR strategies and their daily implementation.
Main Responsibilities:
- Define and oversee the NGO’s HR strategies and policies in agreement with management.
- Develop and implement the HR strategy with the General Management, considering the NGO’s objectives (budget, organizational growth, etc.).
- Understand the organization’s HR issues and propose suitable solutions to the General Management.
- Get approval for all HR strategies from the General Management: recruitment policy, training policy, HR development, payroll management, etc.
- Represent the General Management on all HR matters.
- Manage and control the payroll budget.
- Advise management on HR matters.
- Serve as the interface between employees and the General Management, fostering internal communication.
- Oversee administrative management of employees (leave, contracts, payroll, training, onboarding and offboarding, etc.).
- Supervise all HR teams (recruitment, training, payroll, mobility, etc.).
- Mobilize employee skills to achieve the budget and growth objectives set by the management.
- Implement legal and social monitoring to stay updated on changes that may impact HR policies and projects.
Desired Profile:
- Bachelor’s degree + 5 years in Law, Social Sciences.
- Mastery of labor and social law.
- Good knowledge of economics and finance
- Proficiency in all HR services and functions.
- Ability to manage teams.
- Experience with HR software and IT tools.
- Negotiation skills.
- Ability to draft reports and maintain dashboards.
Conditions:
- Fixed-term contract (CDD) of 12 months, renewable.
- Position based in Fianarantsoa.
- Compensation based on experience and the NGO’s salary scale.
- Full-time position.
